Colonel Thomas Carter is the Chief of Police at the Tappahannock Police Department (TPD) in Tappahannock, Virginia. Born in Danville, Virginia, he began his career at an early age. Over the years, he has risen through the ranks, serving in multiple capacities in law enforcement leadership. His career progression is a testament to his leadership, resiliency, and commitment to public safety. Carter is a doctoral candidate studying Criminal Justice, Ph.D., at Liberty University. He holds a Master’s degree in Public Administration from Liberty University, a Bachelor’s degree in Criminal Justice from Columbia College, and an Associate of Applied Science in Criminal Justice degree from Bright Point Community College. His educational background and professional affiliations underscore his expertise and credibility in law enforcement. | ||

Major F.J. “Jay” Mitchell has served as Sheriff Holmes’ Chief Deputy of the Essex County Sheriff’s Office since 2018. He oversees the day-to-day operations of the Essex County Sheriff’s Office, including but not limited to court services, civil process, emergency communications center, school resource, and law enforcement. Since starting his career in law enforcement over two decades ago, he has enjoyed a wide range of training and experience. | ||

Captain Jacob Siddons has been with the Tappahannock Police Department for 21 years and currently serves as the Operations Commander. He has presented numerous programs covering topics such as financial safety, home protection, and personal safety. Captain Siddons holds a bachelor’s degree in Criminal Justice and a master’s in Public Administration. He lives in King William and has three children: Bella, a sophomore at Christopher Newport University; Evan, a sophomore at Hanover High School; and Harper, a fifth grader at Pole Green Elementary School. | ||

Martha Purvis RN, DNP, FNP-BC is a Family Nurse Practitioner with over 20 years of practice experience, the last 16 in the VCUHS Division of Geriatrics. She is Faculty in the VCU School of Nursing, serving as Project Coordinator for the VCU School of Nursing Mobile Health and Wellness Program (MHWP). This program brings mobile health care to the Tappahannock area, while serving as an educational practice site for RN and FNP students from VCU and Rappahannock Community College Schools of Nursing. The students and faculty provide care navigation services, education and assistance with managing chronic medical conditions, and medical visits for insured and uninsured individuals. | ||
Mary Arthur, Lead Options Counselor: Caregiver Support, Bay Aging | Support for Caregivers | |
Mary Arthur, the Lead Options Counselor for Caregiver Support at Bay Aging. Her 21 years in the senior service industry began when her grandmother was diagnosed with early onset Alzheimer’s at 62. Mary became a Consultant and Trainer, and is now a Certified Dementia Practitioner, Alzheimer’s Association Community Educator, Support group Facilitator, and dementia Advocate. She helped Bay Aging create a Caregiver Support program that was recognized by USAging with a 2024 Aging Achievement Award. Mary has also received the Power of Purpose Award through Leading Age Virginia. Mary trains staff and family on approaches, interventions, dementia education, brain health, emotional and mental support through caregiving. |
