The EDA is soliciting proposals from qualified individuals to serve as its Economic Development Director on an independent contractor basis. The Director will help to finalize and launch an economic revitalization program for Essex County which encompasses the historic town of Tappahannock. This involves planning, directing, and promoting economic development, investment, and tourism in Essex County. The Director will report to the Chair of the EDA Board.

PRIMARY DUTIES
 

  • Economic Development and Investment: Promote and solicit economic development, recruit new businesses, and support existing businesses.
  • Tourism Initiatives: Implement EDA’s Tourism Action Plan and help support the National Park Service’s Chesapeake Gateways Community initiative for Essex County/Tappahannock.
  • Strategic Plan: Assist with the development of the EDA’s Economic Development Strategic Plan, and implement the plan.
  • Project Management: Develop a project management plan for projects approved by the EDA’s Strategic Plan once finalized; such projects could include the re-building of historic downtown Tappahannock, redevelopment of a marina/pier, hospital campus development, industrial site expansion, and job-enhancement programs.
  • Grant Identification and Application: Identify grants to support economic development and coordinate with County grant-writing staff.
  • Financial Resource Development: Develop and implement additional financial resources (e.g., Tax Increment Financing).
  • Community Engagement: Engage with county employees and other stakeholders to develop strategies addressing their needs.
  • Relationship Management: Develop and maintain relationships with local businesses, commissions, organizations, and educational institutions.
  • Technology and Website Management: Update and maintain the EDA section of the County website.
  • EDA Support: Coordinate and support EDA meetings and initiatives.


APPLICANT REQUIREMENTS


Qualified proposers should have strong communication skills and a bachelor's degree in public administration, business administration, planning, marketing, communications, or a related field, with at least six years of relevant experience.


DESIRABLE QUALIFICATIONS
 

  • Experience in economic development, community development, marketing/communications strategy, or related fields.
  • Familiarity with governmental policies and programs related to economic and community development.
  • Experience in researching and applying for grants.
  • Proven success in economic development.
  • Strong analytical, organizational, and negotiating skills.
  • Ability to engage and collaborate with diverse stakeholders.
  • Excellent written and oral communication skills.
  • Ability to work independently and as part of a team, manage projects, and meet deadlines.
  • Experience in sales or marketing to attract businesses and tourism.
  • Passion for developing economic programs for a rural community.
