Position Summary:
Essex County Administration is seeking a highly motivated and experienced professional to serve as Joint Operations Manager. This key leadership position is responsible for overseeing all county-owned facilities, including custodial services, general properties, maintenance shop operations, and the development of a new joint maintenance facility. The Joint Operations Manager will also manage day-to-day facility operations and fleet coordination while playing a central role in strategic planning, interdepartmental collaboration, and staff supervision. The ideal candidate will bring a proactive approach to facilities management and ensure that all county properties operate at the highest standards of safety, functionality, and service.
Key Responsibilities:
Facility Operations & Oversight
Oversee the daily operations of all county-owned facilities, including the joint maintenance facility, supervise custodial staff, general properties teams, and maintenance shop personnel; ensure all facilities meet safety, accessibility, and operational standards
Joint Maintenance Facility Development
Lead the planning, development, and implementation of a new joint maintenance facility; coordinate construction activities and collaborate with stakeholders throughout project phases
Interdepartmental & Strategic Coordination
Collaborate with multiple departments and external agencies to coordinate facility-related services; serve as the primary liaison for internal requests and operational support needs
Maintenance Planning & Compliance
Develop and implement preventative maintenance schedules and response protocols; ensure ongoing compliance with OSHA, ADA, and other relevant regulations
Fleet Management
Oversee county fleet operations related to facilities and maintenance; implement efficient tracking, scheduling, and upkeep procedures for fleet assets
Capital Improvement & Long-Term Planning
Contribute to long-range planning and infrastructure improvement strategies; support the development and execution of capital projects for facility upgrades and expansion
Desired Skills, Knowledge, and Minimum Qualifications:
The successful candidate will demonstrate:
- Exceptional ability to multi-task and manage competing priorities in a fast-paced, service-driven environment
- Bachelor's degree in facilities management or other related fields (equivalent experience will be considered)
- Strong organizational and project management skills, with the ability to lead initiatives from planning through completion
- Familiarity with OSHA, ADA, and other applicable safety and regulatory standards related to public facilities and operations
- Government or public sector experience preferred
- Two (2) years in a supervisory capacity
- Excellent communication, leadership, and team coordination abilities
- Sound judgment and strong decision-making skills, particularly in high-pressure or emergency situations
- Must maintain a valid driver's license with a clean driving record
- Flexibility to work evenings, weekends, and holidays as needed, particularly in response to facility-related emergencies
- Background check and pre-employment screening required
- Subject to a 6-month probationary period
